“It won’t happen to us.” Famous last words. Threats in the workplace are not as rare as we’d like to think. They’re not always as sensational as last year’s San Bernardino shooting. But, what has your business done to prevent and prepare for such an event?
Our panelists will address today’s physical threat trends and provide expertise and recommendations on how businesses can protect their employees, property and brand if this threat reaches your backdoor.

Bart Combs is an internationally recognized expert on high-risk personnel recovery (PR), military survival, evasion, resistance & escape (SERE), and today’s growing traveler risk management needs for leading public and private organizations operating around the world. Since becoming a Special Warfare SERE instructor in 1985 at Fort Bragg, he has spent more than three decades expanding his expertise and experience across six continents, serving in Airborne Infantry, Aviation (Helicopter and Fixed Wing pilot) and Special Operations roles, and has personally developed many of today’s education, training and operational capabilities designed to prepare, assist and protect
American lives in times of crisis abroad.

Upon his military retirement in 2004 from the US Army Special Operations Command,
including six years of operational service with 1st Special Forces Operational Detachment-DELTA (aka Delta Force), Bart was recognized as the Army’s most senior subject matter expert in PR & SERE.
In 2005 Bart founded SOLKOA Inc., a specialized security services firm addressing all
aspects of safety, security, and self-sufficient resilience for at-risk travelers and their organizations (now known as “Duty of Care”). To date, the SOLKOA team has trained more than 20,000 students, public and
private.
Sheriff Bill Elder

Bill Elder was raised in Colorado Springs, attended Russell Middle School, graduated from Palmer High School in 1975, and attended Pikes Peak Community College (EPCC at the time) and UCCS.

He began his career in public service in 1976 working with E&E and Mountain Valley Ambulance Services as a dispatcher and Emergency Medical Technician. His law enforcement career started as a volunteer with the El Paso County Sheriff’s Office in 1978. He was hired full time in January 1979 and graduated from the CSPD Police Academy later that year. Bill spent the next 20 years serving under four different Sheriff’s, holding assignments from Dispatcher, Deputy, Sergeant and Lieutenant. Along with many years as a patrol deputy, he was assigned to the Investigations Division, managed the Communications Center and both Civil & Fugitive Divisions. After his promotion to Lieutenant, he served as a Patrol Shift Commander. His last assignment was in the Metro Vice, Narcotics and Intelligence Division. As a Lieutenant and an acting Captain, he supervised one of the largest multi-jurisdictional drug task forces in the state of Colorado.

During his 20 year career with the El Paso County Sheriff’s Office, he received numerous awards and commendations. He has also served on many boards and committees to include 9-1-1 Emergency Response Policy Board of Directors, Not One More Child Coalition, Regional Elder Abuse Task Force and Domestic Violence Coalition of the Pikes Peak Region.
Sean Goings
Woodland Park RE-2

Sean Goings is a Colorado native who was born at the Air Force Academy and raised in Colorado Springs where he attended Wasson High School. Sean also graduated from the Southern Colorado Law Enforcement Training Academy at Trinidad State Junior College in 1999.

Sean is the Safety and Security Coordinator with the Woodland Park RE-2 School District. Sean was previously employed with the Woodland Park Police Department where he served for 15 years. Sean achieved the rank of Master Police Officer and has held the positions of school resource office, detective and SWAT operator.

Sean has presented at several conferences including the North West Regional Alcohol conference, Colorado Association of DARE Officers conferences from 2012 -2016 and the TIPS Alcohol responsibility conference. Topics taught include-How to set up and run a successful teen court program, “Hidden in plain sight” drugs, drug indicators and where kids hide them and keys to a successful drive smart campaign.

Sean is a trainer for the ALICE program and has trained thousands of individuals and many businesses in this curriculum over the past 3 years.
